'CONSTITUTION FOR ‘Carmel RC College PTA’

 

It should be stressed at the outset that the day-to-day running of the college, its curriculum and educational methods employed are the responsibility of the Head Teacher and the Governors, in accordance with the Articles and Instruments of Government.

  1. The NAME of the Association shall be ‘CARMEL COLLEGE PTA’.

 

2.         The OBJECTS of the Association shall be: -

(a)        To encourage co-operation between the staff of the college, the parents and all others associated with the college.
(b)        To encourage interest in the fulfilment of the educational requirements contained in the relevant Education Acts.
(c)        To engage in activities of all kinds affecting the welfare of the children and the development of the college.
(d)        To raise funds to be used for the benefit of the collegeand its children.

3.         The Association shall be non-political.

4.         The President of the Association shall be the Head Teacher.

5.         The names of the Honorary Vice-Presidents shall be submitted at the Annual General Meeting.

6.         All parents shall be members without subscription.

7.         The management and control of the Association shall be vested in a Committee, which shall consist of: - The Head of the College, The Deputy Head and up to 20 parents and teachers.  The total teacher representation shall not exceed 50% of the Committee.  The parent representation ideally shall cover all seven years.

            The following officers shall be elected annually at the AGM: -

(a)        Chairman (Parent)
(b)        Vice-Chairman (Parent)
(c)        Secretary
(d)        Treasurer
(e)        Assistant Treasurer

Either the Treasurer or the Assistant Treasurer must be a parent.

The Chairman shall have served at least one year on the Committee immediately prior to being elected, (apart from the first year).

The Chairman and Vice-Chairman shall serve for no more than three consecutive years in that capacity on the Committee.

A member of the Committee shall forfeit his or her seat on the Committee, where that member fails to attend three or more consecutive meetings without reasonable cause or excuse.

8.         Five members of the said Committee, including the Head or Deputy Head or one teacher shall constitute a quorum for the Committee.

9.         Committee meetings shall be held at least twice per term, at such times and places as the Committee shall direct.

10.        The Annual General Meeting of the Association shall be held in the Autumn term of each year.  At the AGM the chair shall be taken by the Chairman or in his/her absence by the Vice-Chairman of the Committee.  A Special General Meeting shall be convened at the request, in writing, to the Secretary, of five members of the Association.  Such a meeting shall be convened within thirty days of the request.  Agendas and motions submitted shall be circulated to all members.

11.        Twelve members shall constitute a quorum at the Annual General Meeting.

12.        The Committee shall have power to co-opt members and to appoint any Sub-Committee, and shall prescribe the function of any such Sub-Committee.

13.        Casual vacancies on the Committee may be filled by the Committee by co-option; any person so co-opted shall serve only while the person in whose place he/she is co-opted would have served.

14.        Where a child leaves college during the year, then the parent, being a full member of the Association, shall be deemed to continue as such until the next AGM.  If such member is a member of the staff of the college, the office shall be relinquished from the date of resignation or departure from the college and a successor to the office shall be appointed by the staff to serve out the member's remaining term of office.

15.        Where parents no longer have children at college but wish to continue their interest in the college through the Association, such parents may be accepted as Friends of the College and shall be entitled to full membership, with the exception that they may not hold office as a Chairman, Vice-Chairman, Secretary or Treasurer, or serve on the Committee, unless co-opted (see Clause 12).

16.        No alternative of the Constitution may be made except at the Annual General Meeting or at a Special General Meeting called for this purpose.

17.        The Honorary Treasurer shall keep an account of all income and expenditure and shall submit accounts, duly audited, at the Annual General Meeting.  The Banking Account shall be in the name of the Association and withdrawals shall be made in the name of the Association on the signatures of the Treasurer or Assistant Treasurer and one other of the Head Teacher or Chairman.
 
18.        An auditor, not being a member of the Committee, shall be appointed annually at the Annual General Meeting to audit the accounts and books of the Association.

19.        Funds

            Funds raised by the Association will be held in the PTA Account.
           
            Half the money raised by the Association will be transferred to College Funds. The balance, held in the PTA Account, may be spent at the discretion of the Association, on projects decided by the Association in line with the Head Teacher’s perception of the College’s needs.
           
            In lieu of the above fund proportionment, the Committee may decide to promote fund-raising activities for specific purposes. In these cases, three quarters of the members of the Committee must agree, including the Head, Deputy Head and one other member of staff.

  1. Any matter not provided for in the Constitution shall be dealt with by the Committee, whose decision shall be deemed final.

  3. If the Association folds through lack of interest, mismanagement or any other reason, then any money remaining in the Association’s Banking Account shall be transferred to the College Fund, for the Head Teacher to use for the benefit of the College and its children.
